The Belt and Road Financial Capacity Building Platform was included in the practical cooperation projects list of the 3rd Belt and Road Initiative International Cooperation Summit Forum in October 2023. The Ministry of Finance serves as the responsible unit for this project, with Xiamen National Accounting College, Beijing National Accounting College, and Shanghai National Accounting College jointly implementing its construction under the ministry's guidance. The platform, established in 2024, operates on a three-pronged approach: strengthening think tank research capabilities as its foundation, deepening policy communication as its primary focus, and cultivating financial talent as its ultimate goal. Through multi-dimensional financial capacity building, it provides sustainable intellectual and human resources support for high-quality Belt and Road cooperation, while pioneering an innovative model integrating "financial think tank + forum exchanges + high-end training."

‌Think Tank Research‌: Since its inception, the platform has produced intellectual outputs including the Xiamen Financial Research Report, the Belt and Road Initiative Equity Investment and Financing White Paper, and the Belt and Road Initiative Accounting Services Trade Development Report, continuously enhancing evidence-based decision-making for financial connectivity.

‌Forum Exchanges‌: The platform has institutionalized dialogue mechanisms such as the Belt and Road Initiative Accounting Standards Cooperation Forum, Asia-Pacific Integrity and Compliance Forum, and Asia Evaluation Week, facilitating policy communication across all levels.

‌High-end Training‌: It has provided financial courses covering fiscal and tax management, green finance, cross-border e-payment, ESG and sustainable development, and digital economy governance to over 2,000 trainees from more than 60 countries across ASEAN, Central Asia, Africa, and Latin America, fostering people-to-people connectivity through talent development.
