This office is responsible for the overall coordination of the Party Committee and the administrative operations of the Institute. Its duties include Party building, ideological development, and publicity work; establishing and improving internal control system; and managing cadre-related affairs, including selection, appointment, supervision, and management. It also oversees personnel matters such as talent recruitment, compensation and performance management, and labor relations. The office manages official documents, confidentiality, and seals; coordinates public relations, receptions, and international affairs; implements the Institute’s government procurement, conducts procurement of suppliers above the threshold for large-value purchases, and provides overall guidance for procurement under hierarchical authorization. In addition, it conducts legal and compliance review of the Institute’s contracts and coordinates legal affairs.
The office is responsible for the routine work of the Institute’s Disciplinary Committee. It supervises and inspects the implementation of the Party’s guidelines, principles, policies, and resolutions within the Institute; organizes publicity and education on Party conduct and clean governance; handles petitions and reports; and carries out supervision of important areas and key processes. The office is also responsible for supervision and evaluation of internal controls, as well as conducting internal audits on major matters of the Institute.
The department is responsible for financial management, including the Institute’s budget and final accounts, project management, accounting, and the preparation of financial reports. It also manages the Institute’s taxation, state-owned assets, and funds planning and management, as well as the accounting management and supervision of the Institute’s business activities. The department establishes and improves the Institute’s financial management systems and internal control procedures, and is responsible for the development of the Institute’s financial information system.
The division is responsible for the market promotion and operation of the Institute’s high-level financial and accounting talent training programs. Its duties include researching the training market, assessing training needs, and formulating annual training plans. It negotiates specific training projects, designs training programs, and signs training contracts. The division maintains relationships with training partners and manages cooperation channels; coordinates internal and external teaching and accommodation resources; and handles training-related publicity. In addition, it optimizes the utilization of the Institute’s educational resources, develops conference services and in-house training programs, and assists in expanding the international training market for “Belt and Road” financial professionals.
The division is responsible for organizing high-level training programs and professional conferences. Its duties include designing high-level training courses, recruiting and engaging faculty, and conducting evaluations of training effectiveness. It plans and implements thematic forums, and manages the planning, negotiation, and delivery of specialized open-enrollment programs. The division also designs, records, and promotes courses for the online education platform; preserves and manages training archives; and develops the academic management information system. In addition, it develops and maintains on-site teaching bases and assists in implementing international training programs for “Belt and Road” financial professionals.
The center is responsible for faculty development, including faculty recruitment, training, and performance evaluation. It oversees scientific research by organizing research project applications and implementation, academic exchanges, research services, and research administration. The center also coordinates curriculum and case development, and supports the think tank function of the Institute’s research institutes and research centers. In addition, it assists Training Affairs Division II in the implementation of teaching plans and quality assurance, and supports the Graduate School in carrying out graduate education.
The center is responsible for conducting research on the Belt and Road Initiative and financial and economic issues at both domestic and international levels. It organizes a series of Belt and Road financial exchange activities, hosts the Belt and Road National Accounting Standards Cooperation Forum, and builds an international platform for policy, information, and academic exchange. The center also takes the lead in carrying out international training programs for financial professionals under the Belt and Road Initiative.
The Graduate School is responsible for postgraduate education and administration, including ideological, political, and professional ethics education for postgraduate students. It oversees the promotion of degree programs, formulates and implements postgraduate enrollment plans, and manages postgraduate curricula and degree administration. The Graduate School organizes academic competitions and campus cultural activities, provides career guidance and alumni association management, and is responsible for disciplinary development and evaluation. It also manages international joint education programs in collaboration with foreign institutions.
The department is responsible for implementing the Institute’s digitalization projects. It organizes and coordinates the development and operation of information application systems, and provides technical support for the Institute’s websites and distance education. The department manages the operation and maintenance of hardware and software for the Institute’s teaching multimedia, network, and smart systems, as well as office computers and peripheral equipment. It also coordinates network and information security and provides technical support, and is responsible for library management.
The department is responsible for the implementation and management of the Institute’s basic construction and renovation projects. It oversees campus greening, environmental sanitation, and the supervision of guest rooms, catering, and property services. The department is also in charge of campus security and manages assets such as buildings and structures, non-electronic office equipment, property and engineering facilities, furnishings and equipment, and official vehicles. It conducts centralized procurement of goods and services, including low-value consumables, fixed assets, maintenance services, and food materials, as well as procurement related to construction projects. In addition, it manages the allocation and scheduling of official vehicles.
