XNAI implements the President’s responsibility system under the leadership of the Party Committee.Its Board of Directors is composed of representatives from the Ministry of Finance, the Organization Department of the CPC Central Committee, the National Development and Reform Commission, the State-owned Assets Supervision and Administration Commission of the State Council, the Ministry of Commerce, the Ministry of Education, the Ministry of Human Resources and Social Security, the People’s Bank of China, the National Audit Office, the State Taxation Administration, the China Securities Regulatory Commission, the former China Banking Regulatory Commission, the Taiwan Affairs Office of the State Council, the People’s Government of Beijing Municipality, the People’s Government of Shanghai Municipality, the People’s Government of Fujian Province, the People’s Government of Xiamen Municipality, the Beijing Municipal Finance Bureau, the Shanghai Municipal Finance Bureau, the Xiamen Municipal Finance Bureau, as well as Tsinghua University, Shanghai University of Finance and Economics, and Xiamen University.The Chair of the Board is concurrently held by the Minister of Finance.
